When to pull the trigger?

With the new system, the question becomes, when?  No longer a continuous waiver system where everyone will roll through each time they make a move, waiver priority now matters even more.  There can be some teams that make all their moves via free agency and save that waiver number for when they really feel they need it.  Other teams are going to make moves no matter what the long term consequences may be.  It'll be interesting to see if some teams take a different strategy than others, or if it just a "needs" based decision on when or whom.
